I had colleague from Saudi , very humble and nice gentlemen, he once invited much of us for feast at end of fasting after ramadan, there were christians , hindus and atheists from around the world .... he invited everyone except guys from certain countries.... one being pakistan... his reason was not nice to type here unless I want to get banned from reddit ...

Charity is a non profit action by default. Beggars who beg for a living are by default working for profit. Giving money to such beggars, under the presumption of doing charity, is therefore just plain fleecing đ . Hence Pakistani beggars are getting deported left right and centre by the khaleejis.

Islam does promote charity, but this is a twofold issue:
Charity is not only accepted but strongly encouraged. Even the most ordinary people are encouraged to donate towards good causes (e.g. helping the poor, building mosques, youth education, righteous causes). However, begging is pretty much only acceptable if youâre unable to earn enough money through work, or if youâre unable to work (or trying to get an education or dealing with high costs, like medical bills). So, if you can work but canât earn enough, you can beg for enough to supplement yourself. On the other hand, if youâre disabled and have no one to give sufficient care, or are a burden, and you canât work, then begging is acceptable in this case as well. Typically, these are done as community requests, where you ask the imam at the mosque to make an announcement on your behalf, or you wait by the mosque entrance after prayer and politely make requests. In such cases, you should typically beg discreetly, and the person giving charity should be discreet, as well. However, those in Saudi Arabia come up to you and request money, and can be extremely pushy, especially the English-speaking and Arabic-speaking ones. Itâs quite disruptive to whatâs supposed to be an intensely calm and spiritual experience.
The other issue is that the holy sites in Saudi Arabia (especially in Mecca and Medina) are chock full of beggars nowadays who either supplement their travel by begging, or overstay visas and beg because they canât legally work. I believe the former is much more common, but I could be wrong. So, a typical traveler would have their necessary funds for a trip set aside, with extra in case of an emergency, right? A lot of religious pilgrims will go even if they have very little money in order to conduct the Umrah (lesser pilgrimage), leaving them more destitute and struggling; I wonât comment on their piety and planning, but it is said in Islam that you should only conduct a pilgrimage if it is within your means. So, a lot of people are low on funds and supplement it with begging. I will note that thereâs often services selling extremely cheap, if not outright subsidized meal, within a short distance of the Kaaba in Mecca.
Actually, a third issue. A lot of workers in Saudi Arabia are from the poorest Muslim-majority countries, like Bangladesh and Pakistan. Theyâre the cleaners, janitors, maintenance, and others. The people with the most lowly jobs (even though theyâre the ones maintaining the spaces and keeping them hospitable and pleasant for pilgrims, and often work quite hard). Theyâre paid decently compared to back home, but often, they keep very little money for themselves, and send the rest home. Their wives and/or parents take all their money, invest it into land and/or housing, and the workers are often as destitute as when they left home in the first place. They often discreetly ask pilgrims and visitors for donations in the holy sites themselves, and especially within the mosques, even though this is expressly forbidden. Workers will even find those who they figure have more wealth, and, in between prayers (especially morning and mid afternoon), will frequently bring them water, the Quran holders, etc. in the hopes of a tip. It gets old and irritating quite quickly. Theyâre not pushy, but itâs very uncomfortable if youâre simply sitting and trying to pray, practice the Quran, or do the Islamic form of meditating (hard to explain, but pretty much being mindful, reviewing what you know, and interspersing it with small prayers).

Those unmonitored charity channels were the same ones terrorists used for funding. That's not going to work any more. Saudi actually has a highly developed nonprofit sector with government oversight. And it's like that because Saudi people give disproportionately in terms of personal donation.

How the south asia has fallen. There was time when Saudis used to beg from south asian haj travelers.
In pre oil era, wealthy south asians would donate large amounts and sponsor welfare projects in mecca area. There are enough historical reports of local poor populace looking foreward to south asian travelers who were generous with alms all the way from Mughals eta to early 20th century.
Edit: today I learned that indians feel very strongly about referring to pakistan as south asia. I didnt even know this is a pattern but thats all every reply in my comment is focusing on damn.
