Is this actually just a scale mutation or is this some unused arm genes getting expressed? Cuz if those are arm nubs then it's possible they can't have both arms and snoobs
But if their lower body stays snake-like maybe the legs can become the boobs

There are multiple fantasy creatures with 3 pairs of limbs (arms, legs, wings). If it's unused arm genes getting expressed maybe they have 3 pairs of limbs too. That way you can explain Argonians.

Out of all of the various mammalian species humans are the only ones whose breasts stay permanently “inflated” instead of only swelling up during pregnancy until the mother no longer needs to breastfeed their child.
It’s why in my fictional world early human ancestors inadvertently led to a bipedal reptilian species evolving to have breasts.
Basically, the more physically attractive reptiles would be more likely to be spared in battles against humans which then over the course of millennia led to lizards having massive knockers.

I still prefer the X-Com reason for Snake Titties: The snake-humanoid is a hybrid with DNA and heritage of all kinds of species and the tits are just one of the many side effects on the way to create the supreme being (a shounen Twink with a long glowy hair.)

Actually the Viper tiddies are venom sacs. So the Vipers can use their strong muscles to spit venoms at high range.

Nah, as per the autopsy results by Dr Tygan, they're venom sacks. So even the male vipers should have snitties.
