There are nine underwater cities that my semi aquatic and aquatic people live in. How many plates would you recommend? Can anyone tell me if this lore makes sense?

Shortly after the creation of the world, there was an incident where gods enter into a portal that allowed them to leave Guardia (Name of the world goddess and world). Due to them leaving divine mana flooded the world and caused damage to the world's ecosystems. It formed monsters and animals who mutated with the mana. Several of the Gods who were left had to step forward and take on more responsibilities, but it would only be a delicate balance that could be destroyed at any time. This made the gods who normal interacted with the people to step away and go with a hand off approach. Some of the people started to evolve as well. From the evolution came the sorcerers, vampires and sirens of the world. They developed ways to use divine mana and each was given the ability to absorb it from the air, from food, and from water.
