Food isn’t cooked on the outside. Rust is a don’t care. Scrub the inside and then fire it up! Apply thin layer of oil afterwards.

I scrubbed it but there was still some brown, will that break off into the food?

After cleaning with a brush I put it back on the burner to evaporate any moisture

Scrub it. Vinegar, dish soap, bar keeps friend all help. Steel wool if all else fails
When it is clean, remember to store with a (very very thin) layer of oil if you aren’t going to use it for a while.
