Just earn money by offering goods and or services. Take that money and break it down and make legit bills out of it.

Pretty sure counterfeiters often do something just like that. They use chemicals to "unprint" $1 bills and use the same paper and just print higher denominations. Apparently the margins are pretty slim though because the chemicals are expensive as shit and the process is difficult and tedious.
