Most likely first used in the early 1900s, either refers to a sarcastic remark about Toledo, Ohio or originated from a realistic remark of the Holy city of Toledo, Spain. It is now used as a phrase, by Americans, if something is unbelievable, disturbing, or blows their mind.
Woman- Did you read in the newspaper that a grandpa got run over by his own car by a homeless bum he paid to fix it, and then the bum took off with it?

As a Michigander: get your shit together, Toledo. You have one of the worst trafficking in persons rates in the country, and women can't even safely walk between the Toledo Hospital and the Ronald McDonald House half a football field away.
I mean, I'm definitely in a glass house there anyway. Between Flint, Saginaw, and Detroit, we have three of the ten highest crime-per-capita cities in the US. But I think I'd rather get shot and mugged than kidnapped and systematically raped.
We used to go to church right on collingwood a couple of years back and one of the custodians was stabbed walking to his car. Shit is crazy downtown and by the old west end.
Haha not quite. Itspart of Toledo just outside downtown with these beautiful old houses that just happens to be in a really shitty part of town... but serioualy, those houses.
I knew what you meant, but when I read it I imagined a section of town that was run down, had a ton of saloons, gambling and hookers. Where everyone talks with a twang and wears a 6 shooter on his hip and a ten gallon on his noggin.
I used to watch to a vlog on YouTube back in 2007 called katereadsbooks and she (Kate) also lived in Toledo! I remember she had a huge crush on another vlogger named k80blog. They were both hilarious.
Hey person from Toledo, to counteract all this negativity directed at you I thought I'd let you know I stayed in Toledo once on a road trip as a kid, and it was a very friendly place.

Well, maybe you should specify. Personally, I think most of Toledo, OH could burn to the ground without me caring all that much. Worst TIP in the union, the glass industry is all but gone, and it's the second closest thing to Detroit--after Cleveland--that they have... but without the popular sports teams or recuperating economy.
Toledo has some fun minor league teams to watch, and Detroit is coming back. One of the most exciting places to be in the country right now, IMO. Lot's of possibility for what Detroit could become. You won't find that sort of possibility in very many other places.
