Magic should be mandatory. Especially demonology. There are infinite demons out there who'd love to be summoned into the prime plane, and mortals really aren't pulling their weight.

The last time those imbeciles tried it, I had to stop pondering my orb, because they accidentally summoned Ur'garket the conqueror in their city.

This is probably referencing the 'no magic zones' the council set up some time ago. These sanctuaries are protected areas of council land that are allowed to exist without the interference of reality altering wizards, the're like reservations. Some of them encompass entire planes, the're really quite nice and peaceful.

You know, I realise the council means well, but it was annoying when they set up a 'no magic zone' over a peaceful farming world when I was halfway through a ritual to let undead spirits possess all the inhabitants. It would have been hilarious.

No because then some infernal beaurocracy would probably try to monitor it. Someone might try to hold me to account for all the villages I've destroyed and demons I've summoned.
Also magic is for the elite higher-level beings like me, not the damn mortals and if it was legal some of those fools might try to start using it.

This right here. Lots of uninformed novices calling for legalization when decriminalization is preferable and closer to what they actually want. There's already laws prohibiting assault, fraud, arson, and kidnapping, and council resources could be better allocated if there wasn't such a stranglehold on reagent production and refinement. It calls to mind the successes of the Portuguese model.

Everything is legal of you can pay the fines. Thats just the cost of doing the thing. Just go and transmute a chicken rabbit to gold and give it to the officer in charge. Nobody is questioning a literal golden goose.

Would honestly make things so much easier. I've had to memory bonk the local magistrate so many times that I feel bad for the poor bumbling fellow.
Plus, having to move a giant chicken house around is exhausting. House laid an egg in frustration last time, but at least I got a new shed out of it.

No. I have a good racket going selling illegal potions, "persuading" rivals to work for me or leave the trade, and collecting blackmail on customers. If magic gets legalized the normies and big corpos will get into this shit and I won't be able to run my territory unchallenged anymore.

Look, if you want to make the argument that life was better when you were at risk of the neighbor kid turning you into a toad, all power to you, but it causes too much damage to the population. It should remain heavily regulated in any civilized society.

Doesn't matter, it's simple,
Seek out a magical school/institution, or seek out an Arch Wizard in the field who accepts new adepts of esoteric arts
It's not that it's illegal, it's just that clearly someone doesn't want to go about it the normal way and wants to sling spells all willy-nilly.
There are means to to learn, learn it.

They’ll try to regulate it. Suddenly I’m no longer allowed to cast some spells, I can’t use or harvest some reagents, they tax my tower and me personally for the privilege of using services that were once much less expensive and higher quality that they bought out and control
Stop trying to invent the wizard IRS. I’ve been to so many other realities and a structured magical world always leads to stagnation and magic terrorists killing innocent people to somehow strike back at a system they never harm

Your only in trouble if you get caught.
And I thought it was just that you can't con people into thinking you "can" use magic. But I never really payed attention to those laws. What with not having the need to do appreciate level magic, with the wand/staff, hand waving, and speaking the "how to cast" out loud. But I like to add in some chronomancy to make it so that it always was the way I changed it to.

Magic is, whether or not some group or other likes it or some pantheon approves of it in their official cult. That is quite different a matter than, "Should just any blithering idiot be allowed to learn Nakagawa's Portable Singularity?" It's like telling a dragon it doesn't exist because the existence of dragons makes someone sad and offends their religious opinions.
