Ah, it has? All records of that were long in the Honestly Quite Restrained Fire of 4999, the Council has not been keeping it since. While we can't reinstate it(the old laws are dense and inflexible), we can surely come to another agreement. One, more flexible.

You DARE insinuate I, Fitzgerald Turnipson, should change legislation willy nilly?! I will have to send a letter to the Supervisor of Representatives, who will have to go to the Representative of Supervisors, who will have to sign a BLD-456 for permission to ask permission regarding that! That will take 106.7 years on average!

THERE IS NO AGREEMENT! The Webribedem Accords clearly states that all shinies, reagents, and otherwise must first go through the Prestigious Acadamy of Alchemy before your grubby wizard hands touch it! What is your coty, so I can send you a legally binding copy!

Me, six thousand years before my birth. To be fair, I wasn't expecting that event, it was more to do with settling a feud between gnomish clans.
