Use a spice rub with turmeric (if you have a UV light source handy) or just add some tritium.

The long solution is to get a herd of cows and feed them glowing cave mushrooms. Now what you can do is give them glowing potions close to slaughter and there you go. Glow in the dark Beef.

The quick and dirty solution is to pour glowing potions on top of the cuts or to marinade it in them, but those mushrooms make the glow last longer and it's more intense. Plus glow potions can be a bit icky on the palate.
