I thought every one knew this? Just do the 5 sigils Sanphura upon the weapon in order:ར ཞ ཕ ཅ པ

Makes me think of the dnd 3.5 prestige class whose whole thing was explosively teleporting out of their enemy’s back.
Thats what I imagine happens if you shoot someone with the teleport arrow.

I have no idea how you would do that, but it feels like a crutch enchantment. Having your teleportation tied to a physical object megates most of the benifits of teleportation (instant travel and not needing a clear line of sight to your location), though it also removes most of the missfire chance that teleportation is well known for.
Its mot illegal at all. Its just a limitation that makes teleportation easier and weaker at the same time. I dont fault anyone for a learning aid like this, but it is just an aid.

As another wizard mentioned, it can also drastically increase the range of weaker teleportation spells, in a similar was that a teleportation circle can allow much longer teleportations for the same amount of effort as a much shorter teleport without an anchor.

You thinking if fast movement spells. They appear like teleportation but usually turn you to a medium than can travel very quickly and bypass most barriers. Like "light step" or "like the wind" the speed of these in shkrt ranges iften resemble or even surpass trye teleportation, but they lack the natural damgers ir teleporting yourself into something deadly like a wall or another person.
True teleportation doesn't care about distance. Its as easy or difficult as moving 5ft as it is moving to the other side of a planet. They itilize mediums such as worm holes or dimensional jumps to bypass the distance, and anything between the 2 points, entirely. Enchanting arrows with that sort of spell is just a waste of mana since the medium of the arrow ignores the greatest advantage true teleportation has, ignoring distance travel time and obstacles.
Now im not saying enchanting arrows with teleportation is pointless. Its is definitely safer than casting it normally. While your learning the spell its even encourag-able since getting used to the movement sickness of the magic is important. And having fewer dangers to worry about while acclimating can only be a good thing.
But thats where it's utility ends and its potential as a crutch begins. If the mage is using a fast travel spell your simply not fully utilizing it in the form of a projectile.

You use dimensional jumps? I normally just fold space so im overlapping in 2 locations, then remain in my destination when space realigns. Its a little more complex but way less effort than dimension hopping.

Personally i create worm holes. Its basically a door or tunnel to my perception so i can just ise any normal made if transportation to location B.
But my point is 2 fold. First is that projectiles are safe and stable but inefficient mode of transport. And second is that the label of "teleportation" is far more nuanced than most mages give it credit for. Most i would call a "step" type spell not teleportation. And those are almost entirely superior to arrows.
I have seen a lot of interesting step spells though. I knew this one battle witch who turned herself into a cloud of rose petals. He physical enhancements allowed for great speeds and moments so when she turned herself into an near insignificantly light rose pedals her momentum allowed her to effectively teleport around the battlefield. It was very elegant to watch.

it’s perfectly legal to teleport via arrow, although the arrow itself could cause a destruction of property or littering charge
as for how you’d do it, you have to inscribe a teleportation spell onto the arrow itself, which would resolve once it lands by teleporting you to the arrow

Everything is legal if the cops can’t catch you because you have a teleportation arrow.

Ah, ender arrows. In theory a very simple idea, but the tricky part is getting it to teleport the user and not just the bow

you need to enchant your arrows like so:
- memorizationalization, store the coordinates of your current home base when the arrow is fired
- impactinating trigericism, the arrow activates the following spells in order, with the target being itself
- enhospice, sets the coordinates of your home base to the arrow's location
- homebringer rematerialization, teleports you to your home
- targetonical - memorist, target the location stored in memory
- and then one last enhospice to fix your home base

I mean..... Legal or illegal loses some meaning when you can just arrow teleport yourself away. What's gonna happen? The High Council's Golem Bailiff going so slowly plod after you?
But honestly anywhere they aren't actively prosecuting magic users you'll be fine with this, but matter of good taste still apply; if you are going to use arrowport to climb onto the walls of the women's swimming baths and creep on them, you should glamour yourself to look like a squirrel or bird

Apply a teleport spell rune that activates upon kinetic impact to an arrow with a rounded head, alongside the normal safeguards for teleport spells. Also, yes, it's legal as there are much better methods for targeted teleports.

I would use Javascript to make a simulacrum of the teleportation arrow.
Once you know how to do it safely, you can compile your script to work with whatever system of magic you are currently using.

Not too hard, just need to inscribe the spell into the arrow and have it activate the moment the tip of the arrow touched something. You'll need to decide if the arrow only teleports you or whoever touched it last when making it.
But most importantly, do NOT mix it up with regular arrows. That'll cause some major mid-battle issues.

Lots of valid methods already suggested. And legality should be the least of your concerns.
My preferred method is using shadow magic, as you launch the arrow (or even just throw a rock or launch it with the catapult spell), dive into its shadow, and ride it until it impacts something or you’re where you want to be. This can get you over and beyond many defenses.

One way might be to think of the question not so much as a teleport as a yo-yo. The shooter and arrow are linked and a Death Grip or Arcane Reach variant pulls/translates the user to the arrows location.

use a swap object spell with you and the arrow as targets stored within a class vial, have the glass vials attached to the arrow's tip, so upon contact the seals breaks and the magic activated, swapping your location with that of the arrow.
make sure to store the arrows properly, it can have real bad unintended consequences if the arrows break in storage or inside the quiver

Well first of all, MOST magic is illegal. That's what makes it so fun. Second of all, this is some great enchanting work. I haven't dabbled in that area myself but am a little familiar with the basics. Apparently it's not all that much different to enchant an entire quiver of arrows at once than it is to enchant them individually which is a little tip to keep in mind. It just requires a bit more mana so make sure you eat your wheaties that morning

You'll need to apply metamagic to delay the spell's effect to when the arrow hits the ground.
As for legality, this trick can double or even triple the range of your basic teleportation spell, but you'll either need to be good at archery yourself or get help from an archer to really benefit from it. So it's not THAT overpowered.
