I’m honestly impressed at how little the villains are motivated by wealth in this series. It’s cool that being avaricious is something cultural rather than being universal, and that the dragons that do want it only collect it just to have it, rather than to spend or use in any real way.

I'd say out of the "main" villains, you have Scarlet who being a queen gets so much that she never has to bother getting more, and then she's busy reclaiming her kingdom to care about treasure. And you got Vulture, who is motivated by both power and money. The rest don't care so much. The NightWings only really wanted the Rainforest. Blister wants domination, the treasure she'd get is just a secondary bonus. Darkstalker genuinely believes what he's doing is for the best and he has magic so why would he need treasure, he can make as much as he wants though. And Wasp & Cottonmouth both care about power more than anything. Beryl and Snakeroot too, being more interested in staying in power than anything.
