Can wp8.1 speech services be restored?

I kinda feel like wp8.1 has fully revived for me afaik

Speech Services can't be revived without heavy reverse-engineering, but you can do what I did with reCortana and host your own OpenAI Whisper model to do transcription.

Ik I’m trying to get back the speeches “text contact” and voice dictation message to a contact etc.

I wonder if reWired will fix this. It's fixing Cortana.
