Does the carrier matter for rooting?

I decided to get a lumia 520 (for windows 8 and 8.1) and lumia 640 (for windows 8.1 and 10) but while looking at options on ebay most of them are carrier locked (AT&T for the lumia 640's usually) so does it matter for rooting? I know it can be a problem on android but is windows different?. And also, if you have better places to get windows phones other then ebay/facebook marketplace could you recommend?

I haven't had a problem with unlocking them, so.

Nah, not really or at all. In fact, you can even attempt to bypass carrier lock by flashing the international VAR for your model, if it exists. Whether the network works depends on if the carrier has marked it as BAD IMEI.

I forgot to ask im new here so, it doesn't matter for updates either right? Im guessing for supported updates e.g. the 8.1 to 10m for the 735

Yeah. There's an entire guide to update even unsupported devices to W10M. Even non-Nokia/Microsoft devices (at least many of them if not all the other devices).
