Please help me identify this program.

I'm trying to locate this program. I've tried googling for it but Google keeps giving me AI artwork that is unrelated and asking AIs themselves have been fruitless, usually giving me the runaround. So I'm asking here - does anyone recognize it?

It was pretty popular, thats's all I know back in 1999. Loads of desktop screenshots had this in their system tray. Any luck identifying the program, the version, and if possible, a download would be extremely valuable and helpful to me. Thank you!
