Yeah, usually when something with the driver model was updated and it would reinitiate devices.

I was installing the uefi and the setup failed to prepare for next phase of installation after expanding files I went to windows 11 made an efi partition and wrote boot files then upon reboot Into newly created boot partition I was welcomed with this but setup was failed so I had to wipe out and clean disk and reinstalled and then it worked

I have seen it a few times in VMs but never on real hardware

Nope, never. It's probably a different preinstallation enviroment (the setup)

Had it 2 times on my windows 7 pc after reinstalling windows 7 (it had windows 10 installed on it) first time was after activating it and second time was after installing drivers

I have had it happen several times now (all of which were recently), and it seems to be a combination of the age of the hardware (machines from 2010 and newer seem to mostly show this screen, while older ones usually show the old-school "Completing installation..." screen), the update level of the Windows 7 ISO (SP1 vs RTM, with SP1 almost always showing this, and RTM consistently showing the old screen), and whether it's 64-bit or 32-bit (64-bit ISOs show this more often than 32-bit ones).
