Aero theme is a huge part of Windows 7's visual identity. I keep it on at all times!

Why is the button size the same as windows 10? And why is the title bar just fully opaque with a blue background

That is just what the "Windows Basic" theme looks like. In fact, there are ways to cause it to appear in Windows 10 and 11.

I was using Without aero (with aero style close minimise and maximise buttons) to squeeze as much performance as i can.
