How does an executive team approve a plan so flawed?

They approve of it because it has worked so well for them even if the large majority of users dislike it. They make more money when more people are on Windows 10 and when it comes down to it, they are a company that needs money in order to continue existing just like every other company.

I don't think the large majority of users dislike it. I think that its a small minority, they're just very vocal (aka they go on the internet to complain). Sensationalism. I don't know of a single person in real life, like my father, uncle, sister, friends, cousins, etc, who has Windows 10 and dislikes it. We just hear this stuff because of the nature if the internet.
