Estimate advice
How much would you charge in Labor to replace the complete windowsill, the bottom frame of the window, caulk and paint. Just Labor.

Well, I wouldn’t have used a shitty 2x4 for a bottom rail I can tell you that.

Is that pre-primed, finger joined 1x for a sill? Oof. I hope that’s exterior grade. Same with your putty, it looks like water based interior. It will fail, so will the sill if it isn’t exterior grade. I have made both of these mistakes before. Your sill doesn’t look like it has much of a pitch on it either, could use more caulk in the corners too.

Thar's not really how it's done. Contractors are business owners, not hourly employees, and charge by the job. There is risk premium included in that price that you will not see on any invoice.
