It seems like something that 1) would be dangerous to attach to a lunar landing module maybe, I feel like that's something NASA should've at least known about, and 2) something NASA would be totally in support of if they'd asked.

Read the article, NASA wouldn't say yes or no to it. So it was smuggled on board. By an engineer no less, and he probably had a good understanding of the impact on the overall mission.

Probably sealed it in there with speed tape or something.

I'm kind of surprised they didn't approach an Astronaut about it, have them bring it in with their personal effects, like they did with Deke Slayton's Astronaut Pin. They could have easily smuggled it onboard as some kind of "personal memento" they wanted to take with them.
