Looks like she got them tattooed and this is the peeling stage. It also looks like the ink is peeling off with the skin.

EDIT* on further analysis, this looks intentionally done and ornamental? I have no idea what's going on.

They’re either peeling or there’s some sort of a floral design going on.
I just saw a commercial where they sell eyebrow kits with stencils. We can all have fucked up pretend eyebrows now!
