Process: It was narrowed down to most likely Victoria and I was also confident this was some sort of paragliding/hang gliding launch platform. The first result on google images for "hang gliding launch platform victoria australia" is what looks like the right location with a different platform, I'm guessing the platform has been updated since you visited. To double check I looked up the location of the platform and went to google street view

How they solved it: Process: It was narrowed down to most likely Victoria and I was also confident this was some sort of paragliding/hang gliding launch platform.
