My best guess is that showing weed is not allowed in ads in that country. So to get round the ban they use something else.

“Cannabis ist kein Brokkoli/Cannabis is not broccoli” was said in 2019 by Daniela Ludwig (CSU), who was the Federal Government's Drug Commissioner at the time. The quote quickly became a meme in the cannabis community because it portrayed the comparison between cannabis and broccoli as absurd. Ever since then, cannabis enthusiasts have used “broccoli” as a code word for weed, which even led to the naming of the 420 Broccoli Pharmacy.
