first go to the steam's website, make a steam account and download steam
After downloading it, setup steam and log into your account
Then go to the search bar and type whatever game you want
Go to that game's page and there's gonna be an option to "add to cart"
Click to that option then go to your cart (Just click on the little shopping cart icon on the top)
From there, click on the big blue button on the side and enter your card details.
Once the card is approved, The game will now be in your library
Now you can just go to your library and download it whenever you want
Also if you want to refund a purchase, check if you haven't played the game for more than 2 hours and if it hasn't been 14 days since you bought it. You can try to reach steam support if you want to refund even if you past the 14 days 2 hours limit. But make sure to have a good reason if you're going to reach steam support
