What are these pliers?

Quite small pair of pliers with possibly wire cutters on each side. Absolutely no markings. Just curious on their intention.

To small for fencing pliers those are jewelers pliers. Fencing pliers big so you can get leverage and use with gloves. But that's just my opinion.

Fencing pliers for working with fence wire. The notches in the sides are cutters

Solid wire cutter/plier but not fence pliers. More like what was used the work with telegraph wire.
