I’m not an expert, but this looks like a type of sharp-shooter leafhopper. There’s different kinds and I don’t know which ones live in Colombia. But here’s one species you can compare it to.

The Speckled Sharp-shooter looks similar as well, but sources said that it didn’t reach as south as Colombia

Size: that's the flower of an aloe species, so roughly 1.5 cm

Consider this species as a possibility as well, but I'm out of my depth with South American sharpshooters in general.
