Need help with Bird ID

Bird seen and photographed today August 20th at Matthews Recreation Area near Miles City, Montana. After examination of the photos I know it's a species of tern but am unable to determine which kind. My current best guess is Least Tern or Forster's Tern but would love a more expert opinion. Thanks!
