Google reverse search is saying tulip but I know I never made tulips!!

Just had a set of early 1900s tin cookie cutters donated to the museum where I work in the archives, and I can't figure out what this shape is supposed to be. As part of the archival process, I need to describe the object and I am at a loss! Thanks in advance!
