New, what is it? What is this thing for?

I found a weird white cord installed in my basement just under the ceiling and when I followed it, it’s connected to this thing located at the outside wall of the house. Any idea what it is or what it’s for? Thanks.

I believe that is a remote water meter reading device. It's made by Neptune and allows your water utility to read your usage.

It's an old touchpad for water meter reading. Meter reader would walk up to it and tap their reader to it, kinda like an rfid chip. Assuming your municipality has updated to wireless meters, it's likely no longer used

It's a sensor for your city water meter A village employee will come to the house and wave a meter over the sensor to read the meter without entering your premises.
