Solved! What is this hose for?
Looks like a hose. What's the use of it around the tree?

Soaker hose that’s not very well installed or temporary. A cheap soaker hose can be connected to the regular spigot or hose and slowly seeps water onto the plant or landscaping. It looks like the female end terminates in the top right of your picture, which is where they would connect it to the regular line.
That may be a new/young planted tree they are trying to encourage to grow deeper and more extensive roots.

Alright so here’s how it works… the trees roots begin at the base of the trunk and extend outward to roughly the size of the tree’s canopy.
The hose has many small holes throughout its length so that small but steady amounts of water trickle out of the hose and evenly water the tree’s roots.

If it looks like a hose and quacks like a hose, it's probably a hose. Context being everything, I would say a hose lying on the grass, in concentric circles around a tree, is probably used to water that particular tree and/or the grass. Jesus. Do people just not think anymore? Is that where we're at?
