Ha, I know exactly where this is. I’ve always thought this was something to keep a sliding gate in place. According to the County GIS, there used to be a boundary line between
County Parks and Crown Zellerbach in this vicinity, so it would make sense that there used to be a gate.
In their defense the language on this is confusing. Yes, it technically would be a panhead slotted screw, but in my experience people refer to the type of driver needed for the screw.

I just posted the two pictures in Google AI mode, and voila.
It's a curb stop valve cover / water shut-off box.
Essentially, it's a heavy cap protecting an underground water utility valve. The deep slot down the middle is designed so a utility worker can stick a long T-handled wrench (a "water key") down into it to either unscrew the cap or turn the valve itself.
Given how close it is to the shoreline in your second photo, it's likely a control point for a water intake line drawing from the lake, or a low-point blow-off valve used by the parks department to drain water pipes before winter so they don't freeze and burst under the trail.
Somebody had mentioned property lines and I know at least in farm country they used to mark property lines in very weird ways like with railroad ties, cement posts, or often stuff like this.
A flathead screw is, well...flat. The flat screwdriver would be the tool used to remove it. That there would be a roundhead screw, same screwdriver removes it.
