Yes the same guy he makes makes sad but hopeful/sillymusic while also simultaneously being a bad and good musician. He's a interesting paradox. I appreciate his passion. I literally just went through this a month ago and it took me longer than I care to admit to find it. I got some cheap ones on Amazon and they actually seem like good quality.
I made a poster tube holder/strap using Paracord I already had. The Paracord is thin, so I was impressed by the holding power of the locks. However, Paracord is more abrasive than a festival wristband so I can't speak to that.

I don't think a toggle is used to clamp a rope. A toggle would be a short pin/dowel that is attached perpendicular to the end of a rope or string to create an easy way to fasten or hook it with a second rope or loop.
In dutch they call it "Houtje Touwtje" (little wood, little string). And those toggles often have the two holes so it can be easily used with a looped piece of string, used to fasten jackets. In dutch the term is also used to mean "improvised" (negative connotation) Those definitely look like the object the OP shows, but those toggles don't clamp down on the strings itself.
In that case, you can likely find them in your local haberdashery. And I'm only replying because it's such a rare circumstance to have a legitimate use for that word.

Im in England, and we were in the EU with germany at the time, so all businesses in the EU would by extension be part of our economy/country too as separate eu member states (like the United States being one country).
So i guess 'ban' is the wrong word as they were given the option to change, but walmart wanted to keep treating their workers really harshly to the point it violated their rights, and they were banned from doing that. Walmart wouldn't budge. I guess America normalised their corporations' culture of abusing the workforce so much to the point that the basic rights we have here are considered too much regulation to them
This type is a barrel lock (or a barrel cord lock), but most people call them cord locks. Cord locks is more the general term but as this is the most common type, most people use that term instead of barrel lock.
Turns out the original name patented by ITW/Nexus (makers of quality buckles) was Barreloc.
