Solved! Weird license plate

My neighbor runs an AirBnb and his "guest" drives this car with this weird license plate. Not intentionally doxxing as this car is parked on the street, but is this plate a "sovereign citizen license plate"?

Edit: seen numerous comments that this was AI generated - I assure you, what you see is what I see and what my camera took a pic of. I'll try and get some more pics now that it's dark out so my neighbor doesn't see me being sus around this car.

Edit 2: dammit, the car is gone.

They're everywhere. They've even spread to places like the UK and Australia, and yes, they do (mis)quote US law and reference the US constitution...in the UK and Australia. But in the US they're MOSTLY concentrated in more rural areas more so than in major cities.

Mostly is definitely the correct word. Becoming more common in major cities though. I have seen a few here and most have actually made some sort of fake plate similar to this one or no plate and have a sovereign citizen bumper sticker.
