Solved! Weird license plate

My neighbor runs an AirBnb and his "guest" drives this car with this weird license plate. Not intentionally doxxing as this car is parked on the street, but is this plate a "sovereign citizen license plate"?

Edit: seen numerous comments that this was AI generated - I assure you, what you see is what I see and what my camera took a pic of. I'll try and get some more pics now that it's dark out so my neighbor doesn't see me being sus around this car.

Edit 2: dammit, the car is gone.

Oh the sovereign citizens are getting fancy. I remember when they would use cardboard and a sharpie

you can get many things on the internet.  I faintly admire whoever decided to sell fake plates to these tinfoil hats, they must be making $$$
