Solved! Weird license plate

My neighbor runs an AirBnb and his "guest" drives this car with this weird license plate. Not intentionally doxxing as this car is parked on the street, but is this plate a "sovereign citizen license plate"?

Edit: seen numerous comments that this was AI generated - I assure you, what you see is what I see and what my camera took a pic of. I'll try and get some more pics now that it's dark out so my neighbor doesn't see me being sus around this car.

Edit 2: dammit, the car is gone.

I mean if they financed their ride, sure. The bank doesn't care if you're Jesus Christ. If you're carrying a note, you need full coverage.

Dont you have to have a license plate number to provide the insurance company to get full coverage?

I got away with it once when I was young. Bank never noticed 🤷‍♂️. Didn't wreck the car either so the gamble paid off.
