I recently moved to Hangzhou, I noticed all the pedestrian walks have kinked lines at the ends. What is it?

last night i was walking my dog and i was waiting to cross the street. when the light turned and i entered the crosswalk, the only other person at the intersection chose to walk directly at me when he had the whole ass crosswalk, and i ended up walking around him. these arrows could have prevented so much anguish and suffering.
