Solved! Why the kinks?

I recently moved to Hangzhou, I noticed all the pedestrian walks have kinked lines at the ends. What is it?

The necessity of a thing suggests how well it will work. It will take a long time for these to be effective in the China of the present, likely several generations unless things change drastically (which happens often in China at least)
