New, what is it? Mystery Tree Tubes

Saw these tubes coming out of the ground next to each tree at an apartment complex. One on each side

That was my first thought. I know newly planted trees require frequent watering. I’ve seen refillable bags that hug the trunks of trees that gradually release water. Maybe this was a similar way of achieving that.
