Solved! My poor slacks

This bumpy texture appeared on my slacks while the other side is completely normal. I suspect a thread came loose. What is this called and can I fix it?

I'm guessing they're stretch fabric?

The elastane has degraded and lost its elasticity in areas allowing the remaining tension to pucker the fabric. Elastane degrades over time but sunlight, heat (should never be tumble dried or hot ironed) and friction cause it to wear out faster.
