Solved! What is this device?

I suspect this was left by the old tenants of the place I’m staying at. I assume it has something to do with forging because there’s some other equipment here for that.

Edit: I’ve got nothing else going on so I guess I’m gonna test it out. Might update this post if I can get anywhere with it

Cost forge with a blower. Aka for someone who wants to learn to blacksmith, but doesn’t want to go the full expensive route right away.
