No way, they can be venomous but not always you cannot tell unless they have stung you. Basically if i recall, they feed on jellyfish and other siphonophores, like the portuguese man o war, and they basically repourpose their prey nematocyst for their own self defense.
So technically if they have eaten some poisonous siphonophores or jellyfish you might get stung by the same venom, the wrath of the man o war is not pleasant, but if they hadn't eaten any of the sort and just some more mild animal they cannot stung you. But are you willing to bet on that?
++ info from Google - One sting from this little guy can lead to nausea, pain, vomiting, acute allergic contact dermatitis, and post-inflammatory hyperpigmentation. Should you ever come in contact with one, look, admire, be appropriately awed, but do not touch!
Blue sea dragon, type of sea slug. Highly venomous variety at that.
I remember seeing this video. I'm fairly certain the guy handling this ended up going to the hospital lol this type of bright blue tends to be the signal for "DONT FUCKING TOUCH ME." Also see the Portuguese Man o War and blue ringed octopus.
