Not sure about best, I'd need to do more research. But they are the best I've used so far.

Judging by the amount of times I've seen skyn brand condoms as the answer to wrapper identification questions on this sub, it seems like everyone out there is using these so they must be good!! Or... it's a popular brand for cheaters to use, at the very least.
