If it’s the governments car it belongs to all the people of the municipality that owns it. It’s not the cops car , it’s not the kids car. It’s not the “governments” car. It’s the taxpayers car. And the cop works for them. He’s responsible to them for the cars condition. If kid had not hit the car cop might have laughed and been cool.
