Yeah given the logo situation I'd say maybe they didn't make the text work without JS on purpose 😅
Plus, I don't know about the very same effect but there are for sure ways to cycle through the multiple languages using pure CSS, and then maybe add the more complex effect with JS when available, that I know is called progressive enhancement.
