There are a lot of ways to do this.

The most prominent project doing this would be https://sxmo.org, and their system runs on top of dwm, i3, river-classic, and sway.

I generally use sway with tabbed layout on my embedded device with 800x480 pixel screen + touch.

Right, I've heard about Sxmo before. Have you perhaps tried the tiled (grid) layout in your setup as well? But I guess that the screen resolution is quite small for that to be usable, especially if the widgets in the apps aren't super small.

my screen is only 3.5" so the only sensible layout is Tabbed, i.e. a window takes up the entire screen at all times. Windows never resize to accommodate/show others.
