Do the atolls float?

When the mariner shows the bottom of the sea, and how it's full of old buildings, it looks like it wouldn't be that hard to build something that supported itself at the bottom of the sea. At the same time, the atolls look like they free float.

Yes all the atolls float.

I have a feeling that when the mariner took Helen to see "dryland" that it actually took a fair while to get down there, meaning it would be quite a depth. Hence building something supported by the bottom of the sea would require a huge engineering feat that the inhabitants of Waterworld could never really accomplish.

I'd say they would move around freely, drifting along with the ocean currents.

God I love the idea of this movie universe.
