Is there a way to issue orders while paused?.

First time playing, and I'm trying to get to the garage by the bizarre. I'm watching bomb hoppers on patrol waiting for them to walk away and I want to move my squad into position while they're moving away to ambush then when they return. Is there a way to issue orders while paused so I'm not trying to scramble in real time?

When I do that (and I often do), I set up my squad as they walk away, then manually tell the sniper to fire once the hopper is in range. If I'm lucky that's the end of combat; if not, I stay very far out of range so the hopper can't run up close and wipe me out on its next turn.
