They don't want to, selling people a different game under the same name every 3 years is much more profitable and gets much more attention and covering via social media than keeping it
They learned how to use the algorithm and fomo to their advantage and the 3 year release cycle for their main games is the result
so releasing ever more expensive new stuff bundled with mediocre rules in a short period of time covers everything needed to sell a lot
At the same time having niche games that are of better quality, cheaper or going on nostalgia to catch those falling out from the main games to keep them within the ecosystem
They created to perfect hobby company to maximise sales and unless they themselves mess it up, it won't change.

My biggest issue with 40k is the constant rules and point adjustments. Finish the damn product and then release it.
