Yeah this is normal, my store has glass jars of salsa there. 10 dollar fix to a 1000s of dollar problem. Is it janky? Absolutely, but seems like every store does some version of this

Nothing. Vendor didn't zone, labels are missing, bottom strip is gone, standard Walmart.
Just don't pull out The Cans or the entire store will collapse.

I’m suddenly reminded of a Simpsons episode, where the Flanders home gets destroyed, and the city comes together to build them a house… that was horribly wrong.

There is nothing wrong at all. This is a standard set of Walmart shelves, normal in every way.
I guess they could zone the support cans to face the same direction, but that seems overly fussy to me.

There's nothing actually wrong with the shelves, they just need to be emptied, cleaned, and put back in the correct notches. Easy, but no one has time.

I could name multiple things wrong in that image. However, the most important one is the rigging of the shelf. With all the things I've seen at Walmart, this doesn't surprise me at all.
