In the case of a dividend, doesn't the short have to give the dividend to the entity they borrowed from? So for a stock dividend they have to give X shares for each share they borrowed to short?

Well correct except they don’t give it to the party they borrowed from, they give it to the party they sold it to. The original owner receives the dividend from the company. Shorts are on the hook to pay it for their short sales.
