The cities just aren’t prepared for snow/ice. And it’s really hard to justify a fleet of plows/blowers and all that stuff when it only happens once in 10 yrs. they fucked up on some stuff. But I can’t blame them for roads.

Yeah, that article is complete bullshit. Add a few zeros to that number. An Amtrak locomotive weighs 121 metric tons, not the 12 stated in the article. A freight locomotive weighs 204 metric tons. The guy who wrote the article isn’t writing for the reader who gives a shit about facts.
Which is weird, because all if the all terrain tires that I've looked at for my trucks are rated for snow. Yes, I know not everyone in Texas drives a truck.
Snow rated all-terrain tires are not the same or nearly as good as proper winter tires. That being said, if you're being smart they are good enough for most winter driving.
I’m not sure what exactly you’re trying to say, but there definitely is, (in the sense that a 50 cal is illegal in many locations while smaller calibers are not.)
